What the law in Scotland asks of a kitchen
Fire safety duties for most non-domestic premises in Scotland are set out in the Fire (Scotland) Act 2005 and the Fire Safety (Scotland) Regulations 2006. Whoever has control of the premises to any extent, the duty holder, must assess the fire risks and take the fire safety measures that are reasonable, and the Scottish Fire and Rescue Service enforces this for most premises. Neither names TR19, but the Scottish Government's practical fire safety guidance is plain about kitchen extract:
“Where premises have kitchens, a build-up of grease or fat deposits in equipment and grease extract ventilation systems and ducting linked to the catering facilities can be a source of fire and of fire spread. There should be a cleaning and maintenance programme in place where deposits are removed.”
That is paragraph 137 of the guidance for premises with sleeping accommodation, which covers hotels and guest houses. The guidance for non-residential premises adds that a build-up of grease or fat deposits should be removed from kitchen equipment, including extraction equipment. In July 2023 firefighters put out an extractor unit fire at a restaurant on Bo'ness Road, Grangemouth (Falkirk Herald). Insurers and fire risk assessors use TR19 Grease to judge whether the cleaning is being done, and the certificate is the record they ask for.
How often a Scottish kitchen needs its ducts cleaned
TR19 Grease sets the interval by daily cooking hours:

Food hygiene inspections in Scotland
Every food business in Scotland is inspected by its local council under the Food Hygiene Information Scheme, which Food Standards Scotland runs with all 32 local authorities and which covers more than 54,000 food outlets. The result is a Pass or Improvement Required. Display is voluntary, but every result is published on the Food Standards Scotland website, and a greasy canopy and dripping filters count against you at inspection.
Care homes, schools and hotels
Care services in Scotland are regulated by the Care Inspectorate, and care home kitchens cannot usually close, so cleans are planned around mealtimes. Is kitchen duct cleaning a legal requirement in Scotland?
No law names TR19, but the Fire (Scotland) Act 2005 and the Fire Safety (Scotland) Regulations 2006 require the duty holder to assess fire risk and keep equipment maintained, and Scottish Government guidance says grease deposits in extract systems and ducting should be removed under a cleaning and maintenance programme. TR19 Grease is the standard insurers and fire risk assessors use to judge it.
